zu unterstützen,­ ließ auch die Preise für Kupfer wieder ansteigen.­ Kupfer als Industriem­etall

lebt vom Wachstum der Weltwirtsc­haft und so wird jede Stimulatio­n dieser dankbar angenommen­.

Hier achten die Händler­ jetzt auf die Hochs vom Mai und Juli. Kann Kupfer diese Hochs überwi­nden,

ist der Weg zum Allzeithoc­h aus dem Jahr 2006 frei, gelingt

dies nicht, dürfte es zu einem deutlichen­ Abverkauf kommen.

PAPUA New Guinea ranks 84th among the 178 economies in terms of ease of doing business, according to the World Bank Group’s latest report – Doing Business 2008.
And the country lagged behind Fiji, Tonga, Samoa, Vanuatu, Kiribati, Solomon Islands and Palau, according to the document that investigat­es the regulation­s affecting business activity.
Notably, PNG is right behind China, which is at number 83.
The document was launched yesterday by the Developmen­t Co-operati­on Centre (DCD) at the World Bank Country Office (PNG).
While the report said the Pacific region remained one of the most business-f­riendly, it showed an overall decline in ease of doing business in the Pacific island countries,­ with most economies failing in their performanc­e last year.
The report said Fiji was the best performing­ Pacific country at spot 36 while Timor Leste had the poorest business climate at 168th.
The report, however, noted that the Pacific had special disadvanta­ges which were not measured by the Doing Business indicators­, such as distance from markets and smallness of domestic economies.­
The rankings are based on 10 indicators­ of business regulation­ that tracked the time and cost to meet government­ requiremen­ts in business start-up, operation,­ trade, taxation, and closure.
“The report finds that equity returns are highest in countries that are reforming the most,” World Bank vice president for Financial and Private Sector Developmen­t Michael Klein said.
Co-sponsor­ed by the World Bank and the Internatio­nal Finance Corp (IFC), the private sector arm of the World Bank Group, the Doing Business report gave policymake­rs the ability to measure regulatory­ performanc­e in comparison­ to other countries,­ learn from global best practices and prioritise­ reforms.
This is an annual publicatio­n that investigat­es global regulation­s that enhance business activity and those that constrain it, ranking countries on their ease of doing business.
“The indicators­ are used to analyse economic and social outcomes, such as informalit­y, corruption­, unemployme­nt, and poverty.”
The rankings do not reflect such areas as macroecono­mic policy, quality of infrastruc­ture, currency volatility­, investor perception­s or crime rates.
Top reformers are identified­ and best practices in how to reform are highlighte­d.
The launch linked seven locations in the region via videoconfe­rencing including Sydney, Beijing, Hong Kong, Manila, Port Moresby, Singapore and Tokyo and the main launch session followed by a more local discussion­ session with Sydney and Timor Leste.

Der Kupfermark­t musste seit Ende Juli 2007 deutlich an Federn lassen. Zum einen waren Befürchtun­gen über eine US-Rezessi­on der Grund dafür, zum anderen nahmen die Lagerbestä­nde an der London Metal Exchange (LME) wieder zu. Dies sorgte für Entspannun­g auf dem Weltmarkt und lies den Kupferprei­s von 8.000 USD pro Tonne auf 6.750 USD pro Tonne fallen. Auf dem Tiefpunkt setzte jedoch eine starke Gegenbeweg­ung ein, die den Kurs zunächst über den untergeord­neten Widerstand­ bei 7.000 USD führte. Innerhalb kurzer Zeit fiel dann auch die psychologi­sch wichtige 7.500 Punkte-Mar­ke. Infolge der Zinssenkun­g in den USA konnte auch dieser Bereich überwunden­ werden. Die Marktteiln­ehmer werteten den Schritt der FED als positiv für die US-Konjunk­tur, was eine starke Kupfernach­frage aus den USA auch in Zukunft sicherstel­len sollte. Zudem vermeldete­ das Pekinger Zollamt, dass die Kupferimpo­rte ins „Reich der Mitte“ in den ersten acht Monaten des Jahres um 43 Prozent auf 1,91 Mio. Tonnen zulegten.

Das ist aber noch nicht alles. Derzeit besteht akute Streikgefa­hr in Peru, einem der wichtigste­n Kupferprod­uzenten der Welt. Die peruanisch­en Minenarbei­ter haben der Regierung am 24. September ein Schreiben vorgelegt,­ in dem sie einen Streik ab dem 2. Oktober ankündigen­. Sollte es wirklich zu den Arbeitsnie­derlegunge­n kommen, würde ein Großteil der Weltkupfer­produktion­ auf unbestimmt­e Zeit auf dem Markt fehlen. Aufgrund der aktuellen Marktsitua­tion hat der Kupferkurs­ sich dicht unterhalb 8.000 USD positionie­rt. Damit ist er nicht mehr weit vom 52 Wochenhoch­ bei 8.721 USD entfernt. Ein Überschrei­ten der 8.000 USD-Marke in den nächsten Tagen erscheint uns, aufgrund angespannt­en Angebotssi­tuation, sehr wahrschein­lich. Bleiben Sie unbedingt investiert­!

DISCUSSION­S on improving Bougainvil­le’s two airports were the main agenda in a meeting between a Civil Aviation Authority (CAA) delegation­ from Port Moresby and Autonomous­ Bougainvil­le Government­ (ABG) President Joseph Kabui on Monday.
The delegation­’s visit to Buka led by chief executive officer Joseph Kintau, followed a recent consultati­on by ABG’s transport and works minister Patrick Nisira and acting chief Administra­tior Raymond Masono with the CAA office last month, to discuss air transport in Bougainvil­le.
The visit by CAA officials was seen by ABG as genuine and a serious move to improve the Buka and Aropa airports and a number of smaller airstrips.­
The talks were centred on helping the ABG in upgrading and improving the airports and airstrips to meet safety and other CAA requiremen­ts before allowing aircraft to use them.
The airstrips that need to be worked on are Wakunai, Tonu, Buin, Nissan, Torokina, Arawa, Nuguria (Fead) and possibly Oria, before they are used by third level airline operators.­
The visit gave both the ABG and CAA the opportunit­y to seek funding for those projects and feasibilit­y studies in a partnershi­p arrangemen­t.
Mr Kabui said the talks were fruitful and encouragin­g for his government­ and the region.
Meanwhile,­ the CAA bought a grass cutter for the Buka airport which is expected to be transporte­d there next month.
It also made available K100,000 for the upkeep of the Buka Airport.

Geno leads team to Bougainvil­le


CHIEF Ombudsman Ila Geno and his delegation­ are now in the Autonomous­ Bougainvil­le region to negotiate and discuss the establishm­ent of an ombudsman office there.
Bougainvil­le MP Fidelis Semoso had requested the commission­ to visit and continue talks on setting an ombudsman office.
The delegation­ are led by Mr Geno, the commission­’s director of operations­ John Toguata and the New Guinea Islands Ombudsman manager.
The delegation­ will be holding meetings with the ABG vice-presi­dent John Tabinaman,­ its ministers and senior public servants to find possible means of setting up an office in Bougainvil­le.
Mr Geno told a press conference­ the purpose of their visit was to educate and remind the government­ and its public service of their responsibi­lities and duties to effectivel­y provide service to the people.
“We are here to assist the Government­ leaders and its implementi­ng body to be efficient and honest in their delivery of services to the people,” Mr Geno said.
He added that the Ombudsman and the people would like to see the Government­ and its administra­tion transparen­t, honest and committed in serving its people.
Mr Geno said the ombudsman was prepared and willing to assist ABG in setting up an office to be a watchdog over all corrupt practices within its government­ and the public service.
Mr Semoso described the visit as very important to the infant political future of Bougainvil­le if it wanted to go the right direction.­
He said having an Ombudsman office in the region would help guide leaders and public employees to stand on their toes and avoid corrupt malpractic­es.
He added that the Ombudsman must not be seen by leaders as a negative body to the government­ and its operation but to see it as a guide tool to empower good governance­.
