China Unicom + Yeepay +++ YeePay Partners with China Unicom to Promote Mobile Top-up Service

YeePay has announced it has partnered with China Unicom, the nation's second largest mobile operator, to promote mobile top-up service in Beijing, adding support for two more banks and launching online service for mobile top-up.

Mobile top-up service allows users to pay for their mobile bills using bank cards electronically. A user registers for the service by assigning his or her mobile account with a bank card; to use the service, the user dials the mobile operator's toll-free top-up line and selects bank card payment in the IVR (Interactive Voice Response) menu, and pay for the bill with the assigned bank card directly. Previously, mobile service subscribers (post paid users) have to pay for their mobile bills at bank counters every month, which is very inconvenient. In China the majority of the mobile users are prepaid users, for them top-up is even a bigger hassle. Prepaid users need to buy prepaid scratch cards at grocery stores or newsstands, then dial the mobile operator's top-up line, type-in the PIN number on the scratch card to recharge their mobile account. Many prepaid users find themselves having nowhere to buy a prepaid card when running out of airtime after business hours. Manufacturing and distributing prepaid cards through traditional channels also incur high costs for mobile operators. YeePay's service enables both prepaid and postpaid users to top-up and pay their mobile phone bills conveniently, and reduces costs for mobile operators to collect bill payments.

YeePay first launched the mobile top-up service with China Unicom in Beijing last June, with only one bank at the time -- the Industrial and Commercial Bank of China. Now YeePay has added support for two more banks -- China Merchant Bank and Bank of Beijing, providing more coverage for bank cards. YeePay has integrated its service with China Unicom's top-up line -- 96533. Users can dial this line to top-up their mobile accounts any time anywhere.

YeePay has also launched an online channel that enables users to pay for their mobile bills on the internet by using bank card online payment. To top- up a mobile account, the user simply needs to enter a mobile phone number, a bank card number and a password at YeePay's website.

YeePay's new promotion is just in time for the Chinese New Year, which is on February 18th this year. Traditionally this is the peak of mobile phone usage every year when people call friends and family to greet each other happy new year. YeePay expects an accelerated adoption of its mobile top-up service because of the Chinese New Year.

YeePay is a leading e-payment service provider in China, with a mission to provide better e-payment solutions and value-added financial services through technology and innovation. Headquartered in Beijing, China, YeePay also has branch offices in Shanghai, Guangzhou, Chengdu and Hohhot. As the first company in China to provide a single platform integrating both online and offline electronic payments, YeePay's innovative solutions enable consumers and businesses to make and receive payments over the Internet, mobile and telephone securely, conveniently and cost effectively. YeePay has formed strategic partnerships with major banks in China. YeePay's customers include leading internet companies and ecommerce websites as well as many merchants in traditional industries, such as Baidu, Sohu, TOM Online, Shanda, KingSoft, DangDang, eLong, 800Buy, GoMe Electronics and China Unicom. YeePay was recognized as the "Best Payment Platform" by the China eCommerce Association and one of the "Top 50 Innovators" by the China Internet Society.

China Unicom (CHU), which has tested WiMAX for about a year, has now formally initiated the scaled construction of its WiMAX network.

China Unicom recently held a special meeting, evaluating the results of its WiMAX tests and has issued some documents related to the construction of WiMAX network and a list of recommended WiMAX manufacturers to each of its provincial affiliates.

Both Datang and Potevia have appeared on China Unicom's list of recommended WiMAX equipment manufacturers. China Unicom previously concluded that WiMAX is a fixed wireless broadband access system with excellent communications effect that can help it solve its shortage of resource.

Target Price $9.000
Reason

   * Excluding convertible bonds related gain of RMB146mn, China Unicom's 1Q07 earnings grew 31% yoy to RMB1.8bn, in-line with market forecast.
   * Strong growth in bottom line is driven by substantial decrease in net interest expense amounted to around RMB200mn. EBITDA rose only 8% to RMB8.3bn, versus China Mobile’s (941) 14% growth.
   * 1Q07 EBDITA margin improved from 4Q06’s 33.4% to 34.8%, showing efficient cost control.
   * Share price surged 24% in the past two months. HSI up only 2.5% at the same time.
   * Industry restructuring is unlikely to take place within the next 6 months.
   * Market share of 1Q net adds was 18%, lower than its 22% market share of existing subscribers, implying market share continues to be eaten up by China Mobile.
   * Trading at 22x 2007 PER with EPS growth of 14% in 2007 versus China Mobile's 18x with 24% EPS growth.
